Nairobi City Water Official Charged with Forgery of KCSE Certificate

The Ethics and Anti-Corruption Commission (EACC) has arraigned Ms. Asembo Babra Gladys, a former employee of the Nairobi City Water and Sewerage Company Limited (NCWSC), for allegedly using a forged Kenya Certificate of Secondary Education (KCSE) certificate to secure employment and fraudulently obtain more than Kes6 million in public funds.

Ms. Asembo appeared before the Milimani Anti-Corruption Court, where prosecutors detailed accusations that she used the falsified document to gain employment as an ICT Assistant at the utility company.

Investigators established that the certificate she presented had been forged but was made to appear as though it was issued by the Kenya National Examinations Council (KNEC).

Following a formal complaint, EACC launched investigations, eventually forwarding the case file to the Director of Public Prosecutions, who approved the charges. Ms. Asembo was first arrested on September 3, 2025, and released on a cash bail of Kes25,000 pending arraignment.

She later failed to appear in court, prompting the issuance of a warrant of arrest. EACC officers re-arrested her today at a hideout, leading to her court appearance where she denied all charges.

The court has released her on a bond of Kes1 million with two sureties of a similar amount as the case proceeds.

EACC reaffirmed its commitment to combating forgery, fraud, and other forms of corruption in public institutions, emphasizing the need to protect public resources and uphold integrity in government agencies.
