Principal Secretary for Labour and Skills Development, Shadrack Mwadime, appeared before the Parliamentary Departmental Committee on Labour on Wednesday to present the 2025/26 budget estimates for the State Department.
During the session, PS Mwadime highlighted the Department’s strategic priorities, emphasizing job creation, workforce training, and labour migration as key focus areas.
“Our main goal is to promote decent work and dignified livelihoods for all Kenyans,” he said. “We are committed to building a skilled workforce that meets both local and global labour demands.”
Mwadime stressed the critical role of skills development in advancing economic growth.
“We are scaling up investment in technical and vocational training to ensure our young people acquire practical, market-relevant skills.”
He also underscored the value of foreign employment, noting its contribution to the national economy:
“Foreign employment is an increasingly important source of income. Diaspora remittances have become a vital economic pillar, and we must strengthen systems that promote ethical and safe labour migration.”
Reaffirming the Department’s alignment with the Bottom-Up Economic Transformation Agenda (BETA), Mwadime said:
“Labour is a cornerstone of the Bottom-Up agenda. Our work is to empower individuals and communities through sustainable jobs, entrepreneurship, and skills advancement.”
He further assured the committee that the Department’s budget proposals were in full compliance with fiscal policy guidelines:
“We have adhered to the ceilings outlined in the 2025 Budget Policy Statement, with full transparency and accountability.”
