Nakuru East MP Misses IEBC Summons as Campaign Probe Intensifies

Nakuru East Member of Parliament David Gikaria failed to appear before an Independent Electoral and Boundaries Commission (IEBC) team investigating allegations of campaign bribery linked to the Ol Kalou by-election, raising fresh questions over campaign conduct and electoral accountability.

The legislator’s absence has added a new dimension to a case that highlights the commission’s efforts to enforce electoral laws and safeguard the integrity of Kenya’s democratic processes.

According to information released by the commission, Gikaria had been summoned to appear before investigators looking into claims of campaign bribery during the Ol Kalou by-election. However, he did not attend the scheduled session.

His lawyer defended the absence, stating:

“The legislator is indisposed and wasn’t properly served.”

The explanation has generated debate over the responsibility of public officials to cooperate with institutions tasked with overseeing electoral integrity, while also highlighting the importance of due process and proper service of summons.

Campaign bribery remains one of the major challenges facing elections in Kenya, with electoral observers warning that voter inducements undermine the principles of free and fair elections by shifting political competition away from policies and ideas.

The IEBC has in recent years strengthened its oversight mechanisms and increased efforts to investigate alleged electoral offences as part of broader measures aimed at enhancing public confidence in the electoral process ahead of the 2027 General Election.

Investigations into alleged electoral offences do not amount to a finding of guilt but are intended to establish facts before any legal or administrative action is taken. Individuals under investigation remain entitled to due process and the presumption of innocence.

The case has also renewed discussion on the obligation of elected leaders to cooperate with independent constitutional commissions whenever questions arise regarding electoral conduct.
