President William Ruto has announced a significant pay rise for prison officers, saying the move reflects the government’s commitment to improving the welfare of correctional staff across the country.
Speaking during the 46th recruits pass-out parade at the Prisons Staff Training College in Ruiru, Ruto said the salary review implemented in Phase I and Phase II has already made a notable impact.

“Following the implementation of Phase I and Phase II of the salary review, the entry pay for a prison constable has risen by 36 per cent, while the maximum point of the salary scale has grown by 24 per cent. This is clear evidence of the government’s sustained resolve to improve the welfare and motivation of our correctional officers,” he said.
The ceremony marked the graduation of 3,862 trainees after nine months of intensive training. Among them were 3,518 prison constables and 342 technicians and artisans, all set to join the country’s correctional service.
The President reminded the new officers that their responsibility goes beyond guarding inmates. He emphasized that they are joining a disciplined service with a broader national duty.
“Your role is not only about safe custody of prisoners. You are expected to strengthen social order, support the administration of justice, and help build safer communities across our nation. This remains the cornerstone of our national security and service delivery,” he told the recruits.
The pass-out parade was attended by senior government and security officials, underscoring the importance of the correctional service in Kenya’s justice system.
