DIG Masengeli Visits Kenyan Officers in Haiti as MSS Mission Draws Down

The Deputy Inspector General of the Administration Police Service (DIG-APS), Gilbert Masengeli, on Sunday visited Kenyan police officers serving under the Multinational Security Support (MSS) mission in Haiti, as the Kenya-led operation enters a critical drawdown phase.

The transition follows the adoption of United Nations Security Council Resolution 2793, which paves the way for a shift from the MSS mission to the Gang Suppression Force (GSF).

Masengeli was received at the MSS operational base by the contingent commander Godfrey Otunge, alongside United States Chargé d’Affaires in Haiti David Howell, Kenya’s Consular General in Haiti Noor Gabow, and Kenya’s Deputy Ambassador to the United States Robert Wasike.

During the visit, the Deputy Inspector General was briefed on ongoing operations, the phased withdrawal of personnel, and the overall progress made in stabilising the Caribbean nation. Officials noted that the mission has contributed significantly to restoring order and supporting local security structures.

In his address, Masengeli commended the Kenyan officers for their dedication and professionalism throughout their nearly two-year deployment. He also delivered a message of goodwill from the Inspector General of the National Police Service, Douglas Kanja, and the people of Kenya.

“The commitment and sacrifice demonstrated by our officers in Haiti reflect the highest standards of service,” he said.

As part of the ongoing drawdown, 150 officers departed Haiti, marking a key milestone in the transition process.

Also present at the ceremony were General Service Unit (GSU) Commandant Ranson Lolmodooni, National Police Service spokesperson Muchiri Nyaga, Recce Company Commanding Officer William Sawe, and DIG-APS Personal Assistant Grace Kamau.

The MSS mission, largely led by Kenyan personnel, has been central to international efforts to stabilise Haiti amid escalating gang violence, with the transition to the GSF expected to sustain gains made so far.
